Section 8 Department Payment Standards
Voucher Payment Standards (VPS)
In the Housing Choice Voucher (HCV) Program, payment standards are utilized in the estimation of Housing Assistance Payments (HAPs) that the Housing Authority pays to the owner on behalf of the household renting the unit.
Payment standards are the maximum regular monthly support that the Housing Authority will pay on behalf of the household.
The payment requirement for a family is the lower of:
- Payment standard for the household's unit size suggested on the voucher; or.
- Payment requirement for the size of the system leased by the family.
Additional aspects that affect the Housing Assistance Payment to the owner consist of the family's size and earnings, energies the household is accountable for, and the expense of equivalent systems in the area.
The Housing Authority of the City of Los Angeles (HACLA) has been designated by the U.S. Department of Housing and Urban Development (HUD) as a Small Area Fair Market Rent (SAFMR) Housing Authority and, in accordance with 24 CFR 982.503, is required to carry out SAFMR-based payment standards no behind January 1, 2025.
SAFMRs are Fair Market Rents (FMRs) calculated at the ZIP code level, instead of for the entire city. SAFMRs are planned to more properly show the regional market and supply households with access to low-poverty and high-opportunity locations by providing rental assistance at a level that makes the higher leas in such locations cost effective for them.

Regardless of its place, or whether the system is providing a sensible lodging, the system's lease can never be higher than the equivalent rents identified by the Housing Authority.
Effective 8/1/2025 for all brand-new contracts
All postal code bolded/underlined are beyond the Los Angeles City limitations and may just be used in the HUD-Veterans Affairs Supportive Housing (VASH), Emergency Housing Vouchers (EHV) and Community Choice Demonstration programs

SAFMR Payment Standard schedule in Spanish
The property manager's asking rent for the unit should be supported by comparable leas within the location. Regardless of the area, the rent for the system can never ever be greater than the similar lease figured out by the HACLA/third celebration supplier despite the VPS.

There are no area exception leas at this time.
FAMILY SHARE REMINDER: At the beginning date of the initial Housing Assistance Payments (HAP) agreement for an unit (lease-in-place or otherwise) if the contract rent is higher than the suitable VPS, the household share can not be higher than 40% of the household's adjusted regular monthly income. This is a statutory and regulatory requirement. There are definitely no exceptions and HUD head office (D.C.) can not give a waiver on this matter.
